14 CONJUNTURA » CONJUCTURE Brazil Automotive Guide | 2019 machinery and equipment, electronic materials, metal products, and rubber and plastic articles. The steel and derivatives sector represents one of the most important inputs for all subsectors of the automotive chain, especially for auto parts. Thus, it is observed that the sector has a significant impact on the level of activity of the manufacturing industry, and the growth of automotive production can, through its supply chain, boost the growth of several other sectors of the industry. Manufacturers are of great size due to the technological standard of the sector and the size of the market, which has high fixed costs for research and development in new products, advertising, setup - molds, machinery adjustment and others -, investments in machinery, equipment and production infrastructure. The indicators of the Brazilian auto parts industry confirm the growth trend. During fiscal year 2017, revenues were R$ 86.6 billion, against R$ 98.8 billion in 2018, up 14.1%. For 2019, an increase of 8.4% is expected, or R$ 107.1 billion in revenues. The data is from Sindipeças, National Union of the Industry of Components for Automotive Vehicles. At the end of 2018, the president of the Republic signed a decree that regulated Rota 2030, a new automotive regime that will give more predictability to the Brazilian automotive industry, value the research and development area and stipulate new energy efficiency targets and the timetable for introducing new technologies. The São Paulo state government has also announced authorization for vehicle manufacturers and auto parts and components to use accumulated ICMS credits on tool purchases. Decree 63 785, which regulates the measure, provides that manufacturers of vehicles and auto parts transfer the accumulated volume to companies that work in the tooling industry. And Conama, National Environment Council, issued Resolution 490, which sets new requirements for the control of emissions of pollutants and noise for heavy vehicles. The P8 phase of Proconve, Air Pollution Control Program for Automotive Vehicles, will begin to be applied in 2022 in new models commercialized in Brazil and in 2023 for the whole line.
